Utility Connections in the North West
Air Utilities delivers electricity, gas and water connections across the North West of England, from our base at Meadow Mill in Stockport. We work with SP Electricity North West, Cadent and United Utilities to connect developments throughout Greater Manchester, Lancashire, Merseyside, Cheshire and Cumbria, as a NERS, GIRS and WIRS accredited Independent Connection Provider. This is our home region. We know the networks here, we know which parts of them are under pressure, and we know how long each operator actually takes.
Utility Connections Across the North West
The North West is one of the most active development regions in England, and one of the most constrained in places. Greater Manchester alone is absorbing sustained regeneration across the city centre, Salford, Eastlands and the Southern Gateway, while Lancashire and Cumbria carry a very different mix of rural, industrial and coastal schemes.
Those are genuinely different connection problems. A high rise in central Manchester with a dense, heavily loaded urban network underneath it needs a different approach from a rural Cumbrian site where the nearest usable point of connection may be some distance away and the overhead network is being progressively replaced.
We deliver both, and everything between: residential developments, commercial and industrial schemes, EV charging infrastructure, and multi utility packages where electricity, gas and water go into one coordinated trench.
The Network Operators We Work With in the North West
Every connection in this region ends with one of these three organisations adopting and energising it. Knowing how each of them works, and what they are currently investing in, is a large part of getting a connection delivered on programme.
Electricity, SP Electricity North West
SP Electricity North West is the Distribution Network Operator for Greater Manchester, Lancashire and Cumbria, as well as parts of north Cheshire and Derbyshire. It runs around 60,000 kilometres of cable serving roughly 2.4 million homes and businesses, taking power off the transmission grid and stepping it down through 132kV, 33kV and 11kV to the low voltage supply that reaches a property.
Worth knowing if you are checking older documents: this is the operator formerly known as Electricity North West, or ENWL. It was rebranded as SP Electricity North West in August 2025 following Iberdrola’s majority acquisition and alignment with the ScottishPower brand. The licence area and the network are the same; the name on the paperwork changed.
Merseyside is different. The Merseyside and North Wales licence area sits with SP Energy Networks rather than SP Electricity North West. Both now sit within the same corporate group, but they remain separate network licences, which matters when you are working out who your application actually goes to on a site near the Mersey.
Gas, Cadent
Cadent operates the gas distribution network across the North West, as one of its four network regions. Any new gas main, service pipe or meter connection in this region is designed to Cadent’s adoptable standards and, where the route is contestable, built by an accredited provider such as ourselves rather than by Cadent directly.
Where an Independent Gas Transporter route suits a scheme better, we can arrange that instead, which often reduces upfront cost on larger developments.
Water, United Utilities
United Utilities manages the regulated water and wastewater network across the whole of the North West, covering Cumbria, Greater Manchester, Lancashire, Merseyside, most of Cheshire and a small part of Derbyshire, serving a combined population of more than seven million.
As a WIRS accredited self lay provider, we lay new water mains and make service connections ourselves rather than waiting for United Utilities to do it, which brings the lower published connection charge into play and lets water go into the same trench as your other utilities.
Network Investment in the North West, and What It Means for Your Programme
This is the part that affects your timeline more than anything else on this page.
SP Electricity North West is part way through a substantial reinforcement programme across the region, and where that programme touches your site, it changes what is possible and when.
In Greater Manchester, over £32 million is going into network reinforcement across seven sites including Salford, Cheetham Hill, West Didsbury and the city centre. Greater Manchester accounts for around 57 percent of the operator’s total strategic investment programme for the current price control period, which tells you how much pressure the network here is under. Specific works include new primary substations planned for the Mayfield regeneration area and the Southern Gateway, additional transformers at Eastlands and Queen’s Park, and a £24 million programme at Frederick Road in Salford involving new transformers, new 132kV circuits and cable replacement, benefiting more than 146,000 homes and businesses.
In Lancashire, over £33 million is going into increasing capacity at eleven substations.
In Cumbria, over £40 million is being spent replacing 154 kilometres of overhead line, largely a resilience programme given the weather this part of England takes.
Why this matters to you: if your site sits near planned reinforcement, capacity that is not available today may become available on a known timescale. If it does not, you may need reinforcement of your own. Either way, the point of connection enquiry tells you which situation you are in, and it is free.

Why Developers in the North West Work With Us
- We are based here. Our office is in Stockport. Site visits across Greater Manchester are a short drive, not a day trip, and we deal with these networks continuously rather than occasionally.
- Accredited across all three schemes. NERS for electricity, GIRS for gas and WIRS for water, all administered independently by Lloyd’s Register. Few providers hold all three, and it is what allows us to deliver a genuine multi utility package here.
- More than 1,000 connections delivered. Across England, with a substantial share of that work in this region.
- 30 plus specialists, most directly employed. Our own engineers and project managers, supported by trusted delivery partners for specialist scopes.
- One point of contact. We handle SP Electricity North West, Cadent and United Utilities on your behalf. You deal with us.

Frequently Asked Questions
Which electricity network operates in the North West?
SP Electricity North West is the Distribution Network Operator for Greater Manchester, Lancashire, Cumbria and parts of north Cheshire and Derbyshire. It was known as Electricity North West, or ENWL, until it was rebranded in August 2025 following Iberdrola’s acquisition. Merseyside and North Wales sit under a separate licence held by SP Energy Networks.
Which gas network covers the North West?
Cadent operates the gas distribution network across the North West. New gas mains and service connections are designed to Cadent’s adoptable standards, and the contestable construction can be carried out by an accredited provider such as Air Utilities.
Which water company serves the North West?
United Utilities covers the entire region, including Cumbria, Greater Manchester, Lancashire, Merseyside and most of Cheshire. As a WIRS accredited self lay provider we can lay the new mains and service connections ourselves, which brings United Utilities’ lower published connection charge into play.
Do you cover the whole North West?
Yes. We work across Greater Manchester, Lancashire, Merseyside, Cheshire and Cumbria, and our office is in Stockport. We also work across the rest of England.
How long does a utility connection take in the North West?
As a general guide, a straightforward connection runs somewhere between 8 and 20 weeks from application to energisation, and longer where network reinforcement is required. Timescales here depend heavily on whether your site sits in an area with existing capacity or one awaiting reinforcement, which the point of connection enquiry will tell you.
Can you connect electricity, gas and water together?
Yes. Holding NERS, GIRS and WIRS means we can deliver all three under one contract, coordinated into one programme and, where the design allows, one shared trench. This is where the largest saving on a North West scheme usually sits.
